Crews are actively working across the county to address immediate issues and provide relief where possible.
Separately, the County’s ongoing Alljoy Drainage Study is evaluating system capacity and potential long-term improvements. Findings from the study will guide future projects. We appreciate the community’s patience as both near-term response and long-term planning move forward. Both contracts now move on for full County Council approval on September 8th at 6 PM, located at the Beaufort County Courthouse - 102 Ribaut Road, Beaufort, SC.

We're excited to share that the Alljoy Drainage Study is officially underway! The contractor leading this important project, SeamonWhiteside, is asking for your help documenting flooding in the community.
📝 They’ve set up a simple online survey where you can report:
Name and Address
Flooding Date and Time
Severity and Approximate Location of Flooding
Photos (up to 5 total) and notes

💡 Important Safety Reminder:
Please use caution when documenting flooding. It’s okay to take photos from a safe spot on your own property, but please don’t drive around or walk into dangerous conditions looking for flood spots elsewhere.🙋♀️🙋♂️ Tech-savvy? If your neighbors need help submitting their surveys, feel free to lend a hand.
SeamonWhiteside has also created a QR code that you can scan with your smart phone to access the link to the survey. To use the QR code, activate the camera on your phone and point it at the QR code. A link should then pop-up on the screen. Click on that link and it'll take you directly to the survey. Here's the QR code:

Clicking on the file name in the Documents section will start the download process. The download could take a minute or two to start. To view the file in the maximum amount of detail, I highly recommend setting the page size to 'Actual Size' or 100% size. From there you can use the scroll bars on the bottom and side to scroll left/right, and up/down, to view the plans. I uploaded this file after receiving requests from the community. This will allow residents to see the planned location of the sidewalk including the drainage additions that are part of the design. The file comes from our Engineering department and is also available on the beaufortcountypenny.com website. If you'd like to view the meeting minutes of public meetings that were held to discuss the design of the project, they can be viewed on the Meetings section of the same website.

BJWSA Sewer Project - representatives from BJWSA spoke about the first phase of the project moving forward in the near future, and that there are enough funds available that the homes included in that first phase will have their connection fees covered. Additional phases will be built as funds become available.
2 Mullet Street Demolition Project - the county is in the process of using grant funds to pay for the demolition.
Sidewalk Project - The bidding for the construction of the sidewalk completed on 6.6.25. It will take time to review the bids and award the winning bid.
Boat Landing Upgrades: Beaufort County Engineering is currently reviewing the RFQs (Request for Qualifications) submitted by companies that are necessary to decide on a design/construction management contractor. Once preliminary designs are available, another public meeting will be held with residents to discuss their opinions on the designs.
Drainage Study - The Rural Infrastructure Authority continues to review the county's contract for the project. Once approved, final award of the contract can be made to the contractor.

While this is not a project update, I know that ensuring equal access to the boat landing is important to the community. Public Works is aware of the boat that has been moored at the Alljoy boat landing for multiple days. We are in the process of using the enforcement options available under the boat landing ordinance. Our goal is to work cooperatively with the boat’s owner to have the vessel removed as soon as possible.

The grant funding for the project is through RIA, so it is required that they review and approve the contract before we can officially award it to the selected contractor, SeamonWhiteside.

The state approved our Engineering Department's plan for the sidewalk, so that project has now gone out to bid, with bids closing on June 6th.
We've scheduled an in-person community update meeting at the Bluffton Branch library's large meeting room on Thursday, June 5th from 5:30 to 6:30 PM. The meeting will cover updates previously shared on this page, to ensure everyone has the most up-to-date information.

2 Mullet St. Demolition - Allocating grant dollars to fund the demolition, thereby saving taxpayer dollars. Work continues on awarding the contract for the demolition.
Sidewalk Project – Pending final approval from SCDOT to proceed with construction bidding. We anticipate approval this summer.
Bailey Memorial Park – Continues to be in the permitting phase, with state approval expected within 6-9 months.
Boat Landing Improvements – Continuing the Request for Qualifications (RFQ) process to hire a design and construction management contractor for the project. Once the county has preliminary designs, they will be shared at a community meeting to obtain feedback.
Drainage Study – On 3/17/25 the Public Facilities Committee approved the contract to Seamon Whiteside for the Alljoy Drainage Study Project.
BJWSA Sewer Project - Continues to be in the funding phase of the project.

We have 3 updates to share as of today, March 11th, 2025.
- Last night (3/10/25) County Council approved a resolution authorizing the demolition of the existing house at 2 Mullet Street. Public Works is finalizing quotes to move forward with the demolition.
- Next week, on March 17th at 4 PM, the Public Facilities Committee will discuss the contract for the Alljoy area drainage study.
- Beaufort County Engineering is working on the solicitation to advertise for a design engineer for the design of the improved boat landing area and the fishing pier.
