    Good afternoon Alljoy Community! Here is a quarterly update on the projects that are happening in your community.

    2 Mullet St. Demolition - Allocating grant dollars to fund the demolition, thereby saving taxpayer dollars. Work continues on awarding the contract for the demolition.

    Sidewalk Project – Pending final approval from SCDOT to proceed with construction bidding. We anticipate approval this summer.

    Bailey Memorial Park – Continues to be in the permitting phase, with state approval expected within 6-9 months.

    Boat Landing Improvements – Continuing the Request for Qualifications (RFQ) process to hire a design and construction management contractor for the project. Once the county has preliminary designs, they will be shared at a community meeting to obtain feedback.

    Drainage Study – On 3/17/25 the Public Facilities Committee approved the contract to Seamon Whiteside for the Alljoy Drainage Study Project.

    BJWSA Sewer Project - Continues to be in the funding phase of the project.

    Good afternoon Alljoy Community,

    We have 3 updates to share as of today, March 11th, 2025.

    • Last night (3/10/25) County Council approved a resolution authorizing the demolition of the existing house at 2 Mullet Street. Public Works is finalizing quotes to move forward with the demolition.
    • Next week, on March 17th at 4 PM, the Public Facilities Committee will discuss the contract for the Alljoy area drainage study.
    • Beaufort County Engineering is working on the solicitation to advertise for a design engineer for the design of the improved boat landing area and the fishing pier.

    I have to two updates to share for the month of February.

    • On February 10th, 2025, County Council approved the resolution to create the project that will handle the boat landing improvements.
    • On February 18th, 2025, the Public Facilities Committee approved the demolition of the county-owned property at 2 Mullet Street.

    Alljoy Community,

    We have two important meetings coming up this month for Alljoy projects:

    At the County Council's Regular Session meeting on Monday, February 10th at 6 PM, county council will vote on a resolution to approve the creation of a project to manage the Alljoy Boat Landing improvements. Once the project is approved, the county can hire a firm to create designs and concepts that will be discussed with the Alljoy community in future community meetings.

    Council and Committee Meetings

    The meeting will be held in County Council chambers at 100 Ribaut Road, Beaufort, SC.


    At the next Public Facilities Committee (PFC) meeting on Tuesday, February 18th at 4 PM, we will start the process for County Council approval of the demolition of the house that the county purchased in order to provide additional land for the Alljoy Boat Landing improvements.

    This meeting will be held in the Executive Conference Room of the county admin building at 100 Ribaut Road.

    On Monday, January 27th, the Public Facilities Committee (PFC) will meet at 3:30 PM at the Hilton Head Library and will discuss two topics relevant for Alljoy:

    • The acceptance of a $1.2M state grant appropriation provided by Rep. Weston Newton for Alljoy Boat Landing improvements.
    • A resolution from Council defining the planned improvements based on the community meeting, for staff to move forward as a project.

    Alljoy Residents,

    We’d like to thank everyone for coming out to the community meeting at the Bluffton library branch on the 7th. It was very exciting to see so many residents in attendance! Continue reading to see the updates on the various projects and the highlights of the discussion on future boat landing upgrades.

    Project Updates

    Stormwater Drainage Study -

    The Request for Qualifications (RFQ for short) were sent out, we got them back, and an evaluation committee reviewed the RFQs. Interviews were then held with the top three RFQ companies, the committee scored the evaluations, and the committee's recommendation has been forwarded to procurement for the issuing of a contract. In February the contract will go to Public Facilities and Safety Committee (PFC for short) for approval, and then to full council. Once council approves, we can move forward, starting in February or March. From there, the study will take 6 months to a year to complete. The drainage study will include possible options for improvements

    Sidewalk project -

    This project was delayed by the grants process. Obtaining a grant allows the county to leverage local funds towards obtaining state or federal dollars to pay for projects. The county was able to successfully apply for a $1.3M grant to help pay for the project. The project is currently in the utility coordination phase, which is when our Engineering depart reaches out to any utilities that would be affected by the construction, so that we can coordinate with them. We anticipate bidding this project for construction in the 1st quarter of 2025 with construction beginning in the Spring. This schedule will vary dependent on SCDOT’s approval to proceed with construction activity.

    Sewer Project -

    Presently, BJWSA is working with Beaufort County, the State of South Carolina, and the Town of Bluffton to assemble funding for a future sewer project. Although early in this process, in September, BJWSA's board approved $4.6 M for a future Alljoy project. The County committed a $1 M set aside to a future Alljoy sewer project in October. Presently, the project is in the funding assembly phase and requires participation from other grants as well as State and/or Federal sources. BJWSA is actively working with the State to work towards closing funding gaps.

    Bailey Memorial Park -

    Bailey Memorial Park, purchased in 2019 via the Rural and Critical Lands Preservation Program, has a completed park plan. A General Obligation or GO Bond was approved by Council in December that would provide funding for construction once the Bond is obtained by the County CFO. Passive Parks is current working on the permitting requirements.

    Ulmer Application to the Green Space program -

    A landowner of property adjacent to the Bluffton Rec Center applied to the Green Space program, but they have since withdrawn their application.



    Boat Landing Discussion Highlights

    • Residents would like to see the county focus on upgrades of existing amenities at the boat landing.
    • The highest priority should be the adding more boat trailer parking, with golf cart parking the next highest priority, and car parking last.
    • The house that the county purchased will be demolished. It may be possible to use the house’s existing septic field to add a restroom.
    • Building a fishing pier will help draw that activity away from the boat landing. Residents commented that a new pier should either not include cleats for boats or have the pier without a water-access float, to discourage boating use.
    • Residents reported that there is a significant drop off in the water at the end of the boat launching/recovery ramp.


    The boat landing will next be discussed at the Public Facilities and Safety Committee (PFC) in Council Chambers on Tuesday, January 21st at 4 PM. Council Chambers are located in the Administration Building, 100 Ribaut Rd, Beaufort, SC 29901.

    Welcome to the BC Connects page for Alljoy neighborhood community updates. My name is Matt Krause and I have been asked to be Beaufort County's Community Point of Contact (CPOC) for Alljoy. My role will involve keeping Alljoy residents up to date on the various county, and county partner, projects that are planned for the Alljoy neighborhood. I will be providing updates on a quarterly basis, and event driven updates when a significant event occurs with one of the projects.
