    The Beaufort County Department of Engineering invites you to a public meeting to review the Burnt Church Road Sidewalk Improvements Project:

    📍 M. C. Riley Elementary School, 200 Burnt Church Rd, Bluffton, SC 29910

    This will be an informal event, so please drop by any time between 5:00 pm and 7:00 pm to review the preliminary plans for the proposed construction of a six-foot-wide sidewalk along Burnt Church Road, between Alljoy Road/ Bridge Street and Bluffton Parkway.

    County and consultant personnel will be available to answer questions about the project. Your feedback is requested! Comment cards will be available to turn in at the meeting or send in by March 10, 2026.

    Alljoy Community,

    I want to start by apologizing for not sharing additional updates sooner. I know many of you have been watching this project closely, and I appreciate your patience.

    Here’s where things stand today. Tree and vegetation clearing is complete, and the contractor has finished portions of the sidewalk on the south end of the project. Crews are now in the process of installing a new water main along Alljoy Road, between the north end of Confederate Avenue and Kirk Bluff Road. This work is necessary to allow for the installation of new storm drain pipes and inlets in that area.

    Once the water main relocation is complete, storm drainage will be installed, followed by continued sidewalk construction.

    At this time, the project is anticipated to be completed in late spring. I’ll continue to share updates as work progresses. Thank you for your continued patience and understanding.

    Good afternoon Alljoy Community. We wanted to let you know that for the next three weeks, one of the county's contractors will be parking their maroon car in the Alljoy Boat Landing Parking Lot. The contractor is working on a project on Daufuskie Island for us, and it's a better use of resources for them to stay on the island during the week. The car will be removed on the weekends.

    The county's sidewalk contractor, Sandhill ALS Construction, has started tree removal along Alljoy Rd. Once the removal is complete, the silt fencing will be installed.

    The contractor for the sidewalk construction has mobilized and installed construction warning signs. Crews will soon begin installing silt fencing and tree protection, followed by clearing bushes and trees as needed for sidewalk installation. Please use extra caution when traveling through the work area and be mindful of workers and equipment. We appreciate everyone’s patience and cooperation during construction.

    With 2 Mullet Street's demolition, we're another step closer to bringing an expanded boat landing to Alljoy. Public Works may put down some grass seed to make the site of the demolition more presentable between now and the future boat landing construction.

  • What to Expect at the October 7th Events

    From 3:30 PM to 5:30 PM, BJWSA will host a Phase 1 Property Owner Enrollment Event. This event is for invited property owners to fill out the paperwork necessary for their residence to be connected to the low-pressure sewer system when construction begins next year.
    Residents who are not part of Phase 1 are also welcome to stop by to ask questions about the project. There will not be a presentation during this time.

    Then at 5:30 PM, Beaufort County and BJWSA will host a community update meeting to share updates on ongoing Alljoy projects and answer questions from residents.

    Both events will take place in the large meeting room at the Bluffton Branch Library.

    We've added two dates to the Key Dates section of this page. On October 7th, BJWSA is going to be hosting a Phase 1 Property Owner Enrollment event from 3:30 PM to 5:30 PM. Anyone will questions about the project is welcome to stop by. And then at 5:30 PM Beaufort County and BJWSA will be partnering on a Alljoy community update meeting where we'll be sharing updates on the various projects in Alljoy. Both events will be held in the large meeting room of the Bluffton branch library.

    Beaufort County Public Works, in coordination with SCDOT maintenance crews, is aware of drainage concerns in the Alljoy area following recent heavy rainfall. Crews are actively working across the county to address immediate issues and provide relief where possible.


    Separately, the County’s ongoing Alljoy Drainage Study is evaluating system capacity and potential long-term improvements. Findings from the study will guide future projects. We appreciate the community’s patience as both near-term response and long-term planning move forward.     On Monday, 8/18/25, the Public Facilities Committee of Beaufort County Council approved the award of the contract for construction of the sidewalk and also approved the award for the contract to design the updates of the boat landing. Both contracts now move on for full County Council approval on September 8th at 6 PM, located at the Beaufort County Courthouse - 102 Ribaut Road, Beaufort, SC.
